Can cadets transfer between quadrants?

In rare circumstances, cadets are reassigned before taking the parapet — as seen when Violet Sorrengail was ordered from the Scribes into the Riders Quadrant by General Sorrengail. However, once cadets cross the parapet, transfers are non-existent.
